The On-the-Fly Character Creation system is based on a simple premise:  you don't need to know everything about the player character to start the game.

The system works by asking the players the most important questions and letting them write the answer on printed character papers.  The basic questions include identifying which attributes and skills are level 2, whether the player has any higher biased tech or mag skills, and what are the main pieces of equipment.  Instructions are included on one page, which the referee may read to the players.
